EDUCATION IN THE PREVENTION IN AIDS / STI IN THE ANDEAN REGION AND CARIBEEAN

INTRODUCTION According to the Joint United Nations Programme on HIV/AIDS (UNAIDS), more than 20 years after the first diagnosis of AIDS in 1981, 20 million people passed away due to AIDS and nearly 38 million people (34.6-42.3 million) are living with the AIDS. The age of 70% of the growing number of people with AIDS fluctuates between 20 and 39 years which indicates that they were infected in the adolescence. The World Health Organisation (WHO) observes the rapid progress in information and communications technologies (ICTs) as offering unprecedented opportunities to transform the exchange and delivery of health information, education and services all over the world. The number of new infections rose to 4.3 million this year, at the same time 2.9 million people died of AIDS-related illnesses. Background of HIV/AIDS in PERU (UNAIDS) The main modes of HIV -the heterosexual and men who have sex with men (MSM)- account for 40% and 42% respectively. HIV infection is concentrated among the poor in coastal cities where two thirds of reported cases are in Lima and the adjoining Callao area. The highest rates of infection have been reported in MSM, although the proportion of females is increasing. In 1998, a cohort study of close to 5,000 MSM detected HIV rates of 12.2% of those in Lima, 14.5% in Iquitos and 7.5% in Pucallpa (both cities in the Amazonian region), 2.7%-5.3% in coastal cities and 1.4% in the Andean city of Cuzco.

The general objective of this project through the application of information communications technology ICT will be used to build the capacity of service-providing organizations, particularly in rural and urban areas, facilitate best-practice sharing and collaborations.

Please explain the targets and the background of your project: 

The information and communication technology (ICT) 'revolution' has been hailed as the enabling force for developing countries to become more active participants in the global economy. There are particular areas where these capabilities have been determined to be particularly useful. The first area is field data collection of medical information and medical reference in developing countries. The second is field data collection and field reference for farming operations.
Two cultural factors, language and education matter a lot in ICT application by young generation. Many of the young people mention that they do not know how to use the web page with information in AIDS. The use of education technology to make a difference is not just providing students with access to ICT, but also providing integrity properly in the classroom by using the appropriate application at different grades, training teachers into teaching traditional academics subjects. If technology programmes are not endowed with these characteristics, education technology can have even negative impact on education outcomes.

Specific Objectives:
(1) to promote campaign and education on AIDS
(2) to promote the use of the technology among young people, as interchange form, breaking with the existing prejudices around these methods
(3) to increase participation of youth and youth-led organizations in ITU’s regional and global activities
(4) to increase the possibilities of the young people to like agents of the development in the communities.
(5) create contents and software development.

• Building human capacity at government sectors, private sectors, civil societies and within NGOs;
• Promoting youth ICT entrepreneurship and training programmes, implementing innovative programmes designed to unleash the potential of young people;
• Launching youth exchange programmes that will cut across geographical regions and will provide opportunities for knowledge sharing and research;
• Offering scholarships given at all levels to youth that are promising and showing interest in ICT for development;
• Equipping parents and teachers to encourage children’s appropriate use of technology and use ICT themselves to communicate with each other, government, doctors, etc;
• Helping youth in the rural communities to participate in decision making, exchange ideas with their digital peers and improve the quality of life;
• Participating in teaching activities to teach and sensitise the community about ICT and HIV/AIDS issues, enhancing research skills, helping the integration of HIV/AIDS education into school curricula and helping to emphasize the role of the teacher as a facilitator;
• Use of telemedicine - on-line counseling for schools and communities
• Infrastructure setup - acquiring dedicated hardware and software for setting up the online resource centre.
• Select topics in which web-based training courses will be offered- We will analyze feedback received from previous non-web-based trainings, and needs.
• Adapt existing courses for web-based instruction - Currently offers a variety of training and skill-building courses on such subjects as biostatistics and research methods, documentation, advocacy and program evaluation, gender and sexuality, STD/HIV prevention and behaviour change communication development.
• Develop e-curricula for new courses in the schools.
• Select participating organizations. We will work with the substantial number of organizations in rural and semi-urban areas that are already connected to the Internet either at their home or cyber-cafes. Priority will be given to organizations that do not have other capacity-building resources in place.
• Data analysis, evaluation and reporting - This will be carried out for each of the three courses offered during the project period as denoted in the timeline

Please explain what is unique or special in your project: 

• The effective use of the technology would have to contribute to reinforce diverse forms of youthful participation. Special measures will be due to adopt to connect to the young people in rural regions, considering that the fast advances in the matter of wireless technology have done possible to surpass to a reasonable cost the physical obstacles that represented the distance and the topography, and that during long time limited the development of the infrastructure of the telecommunications in the rural regions.
• It would have to be centered in increasing to the a campaign in schools and universities. It is urgent to enable the professors and to grant technical and pedagogical endorsement to them.
• To harness the educational directors and, the development of materials, resources that promote the active participation in the educative space in the prevention of HIV/AIDS and that are generated within the framework of the education.
• It is essentially tried to conform human networks, with the support of the Tics that motivate and harness, in dynamic and systematic form, the interaction between the people, who fortify the generation, dissemination and exchange of information and knowledge based on the professional objectives, institutional and social in each context in individual
• Is indispensable to generate the bases for the establishment of strategic alliances between the public institutions and participant organizations of the civil society with a view to the implementation of joint initiatives or to the collaboration in concrete actions in strategies for the prevention of HIV/AIDS in the region doing use of the ICT.
• The adoption of measures would be due to encourage to facilitate the access to the Internet and to increase in general the knowledge of the ICT
• Elaboration of software matrices comparing and contrasting the features of existing software tools and a requirements matrix that defines the universe of requirements and prioritizes them.

• Supporting the professionalisation of teaching.

Technological integration, in order to improve the quality of education through access to a central web-page and interconnection with the national network in coordination with the Ministry of Education / Health.

Consists of interconnecting Regional Offices, Educational Districts, Secondary School Laboratories and Education Ministry schools with a national network (WAN o Wideband). This will enable teachers, administrative staff and students to share information internally, as well as accessing the home page and the Internet.

Consists of the development of an educational content based home page, available to all members of the educational community, who will be able to take advantage of the digital material presented.

The use of information and communications technologies (ICT) complements other Information Education and Communications (IEC) campaigns designed to reach youth. The same technology resources: e-mail, CD-ROMs, listserves and the World Wide Web that can link HIV/AIDS educators around the world, also holds great promise for reaching youth, who typically embrace the use of the technology for entertainment, learning and communication when given access to these resources.
Several recent reports have provided highlights on the use of ICT to combat HIV/AIDS.

The people are needs sharing knowledge in the Health / Education using the ICT.

If technology programmes are not endowed with these characteristics, education technology can have even negative impact on education outcomes.
The role of teacher is essential in the societies which are changing quickly toward knowledge societies; the teacher is the main actor, the main agent of the evolution of education. Access for all young people, community technology programmes, libraries and schools have made a crucial difference in the early years of ICT’s evolution by offering tools and training to those who are low-income, disabled, rural, and other groups who otherwise didn’t have access to ICT tools and facilities.

Soluzioni: 

As explained in relation to the remedy of health, there are in turn a series of problems: health professionals concentrated in urban areas and high concentration of resources at all levels of assistance, usually distant from the neediest populations and neglected. Similarly, in remote locations, where a large number of vulnerable people, are presented group of health professionals who need assistance, support and accompaniment in the handling of cases of health problems of the population that will attend , also require a set of actions leading to continuing education, which will allow them to be at a level appropriate to upgrade to interact with other health professionals and community, for the purpose of providing solutions to the health problems that exist in these populations.
And as expected, the problem itself is not the technology, whether such information, communication or otherwise, the problem is we are people at different levels of society, where because of our paradigms, we do not allow the entry innovative methodologies to raise solution to old problems of scarcity of resources in health and limitation in human development.

Future plans and wish list: 

ICTs Education for the Prevention of HIV / AIDS and STDs aimed at satisfying the needs training and guidance in the education of HIV / AIDS and STDs. The epidemic of Acquired Immunodeficiency Syndrome (AIDS) has raised since its inception a huge challenge to humanity in terms of diagnosis, prevention and control, there is a need to implement teaching strategies to build knowledge with the public participation to improve service utilization level of information on the risks and prevention of HIV / AIDS and STDs.
Accessibility to ICT benefits us all, but involved more work to the design of interfaces, also involves the removal of barriers which in turn will result in a greater scope of communications in our rural and urban populations.

This proyect to be continue we need training all the Andean Region and Caribeean.
